- Cabinet approves ordinance to phase out analogue cable TV
- The Govt has decided to promulgate an ordinance to make the digitisation of cable services mandatory by 2014. If this happens, analogue cable TV will become obsolete in India in 3 years times;
- If this happens all customer's will have a set top boxz and they will be able to watch high quality channels of their choice and also have access to the internet and the telephone lines through the same digital cable;
- The US completed its digitisation shift in 2009 and China has set a deadline of 2015.
- Debate over giving constitutional status to the Lokpal
- The Congress has proposed that the Lokpal Bill which is before a standing committee of Parliament be given constitutional status. Opposition parties and Team Anna have objected to this saying it is a ploy to delay the passage of the bill as a constitutional amendment requires 2/3 majority.
- Supreme Court orders Child Welfare Officers to be appointed in Police Stations
- The Supreme Court, upon a PIL, has directed the States and Union territories to appoint CWOs in every police station for monitoring and extending better treatment to juveniles by the police;
- The court, which is monitoring the implementation of Juvenile Justice (Care and Protection of Children) Act, also directed that state and national legal services authorities to issue appropriate guidelines for training and orientation of police officers, who could be designated as child welfare officers
INTERNATIONAL NEWS

- Raj Rajaratnam, the billionaire manager of the Galleon funds was sentenced to 11 years in jail by a court in the US for insider trading
- UNSC extends the ISAF mandate in Afghanistan by a year
- The UN Security Council has extended the mandate of the International Security Assistance Force (ISAF) in Afghanistan for another year. In a unanimous resolution passed yesterday the Council urged United Nations member states to contribute personnel, equipment and other resources to ISAF and to continue to support security and stability in Afghanistan;
- The Security Council welcomed the agreement between Afghanistan and troop-contributing States under which security responsibilities will gradually be transferred to the Afghan Government by the end of 2014. The 15-member UN body encouraged ISAF and other partners to continue training, mentoring and empowering the Afghan national security forces.

- Norms eased for buying of raw material assets by PSUs
- Approving a new policy the cabinet has permitted profit making central PSUs can now buy raw material assets from abroad without seeking cabinet approval;
- The policy is expected to benefit companies in the manufacturing, mining, power and agriculture sectors. Companies in these sectors who have been profitable for at least 3 years can avail of the new policy;
- There is no limit prescribed, but Maharatna and Navratna companies already have prescribed limits. The limit for Navratna companies has been increased to INR3000cr from 1000cr. The limit for Maharatna companies remains INR 5000 cr.
- Banks and financial institutions to get more teeth for loan recovery as the Govt proposes to introduce changes to the SARFAESI Act and the Recovery of Debts legislation. Read the details here.
